Both the U.S. Commerce Department/BIS and U.S. State Department/DDTC are effectively closed. Our firm is currently able to draft and prepare license application and submit through SNAP-R, however license applications will not be reviewed until funding is restored.

Requests currently in process at DDTC as of September 30, 2025, will remain in that status; however, further review of actions that do not fall under “excepted” functions will be delayed until after the restoration of funding and resumption of operations. “Excepted” functions that may be continued during a lapse in appropriations include those necessary to respond to emergencies involving the safety of human life or the protection of property, and those necessary for activities essential to national security, including the conduct of foreign affairs essential to national security.

Industry applicants who believe they have a submission “In-Review” or a new submission involving an excepted function may submit a DDTC Response Team request by emailing DDTCCustomerservice@state.gov to create a support case. The subject line of your request MUST read “Request for Emergency Submission,” and the message must include the relevant case number (if already pending with DDTC), applicant name and registration code, end-use/end-user (for licenses and agreements), and justification for needing an emergency license. DDTC will contact the requestor with guidance on how to proceed.

Also, due to the shutdown, the Consolidated Screening List will not be updating until funding is restored.
