On July 14, BIS removed the UAE from Country Groups D:3 and D:4 and has added them to Country Group A:5. With this change, the UAE is no longer subject to the Enhanced Proliferation Controls Initiative, which imposed licensing requirements for all items, including EAR99, subject to the EAR for end use in certain UAVs, missiles and rocket systems. This also makes the UAE eligible for certain license exceptions, including license exception STA.
