A new rule regarding EEI filing requirements in AES for China, Russia and Venezuela will now require filing for all shipments subject to the EAR regardless of value. Previously, items valued under $2,500 were exempted. Shipments of EAR99 items under $2500 are still exempt from EEI filing.

Additionally, ECCNs for all items controlled for any reason being shipped to China, Russia or Venezuela, will be required to be entered into any EEI filing regardless of reason for control. Previously AT shipments were exempted from this requirement.

The Electronic Export Information (EEI) filing requirement for items subject to Supplement No. 2 to Part 744 destined for China, Russia, and Venezuela will become effective on June 29, 2020.

EEI filing for exports to China, Russia or Venezuela of items controlled by Export Control Classification Numbers (ECCNs) not listed in Supplement No. 2 to Part 744 will not be required until September 27, 2020, and are part of end use/end user restrictions (http://c446cc065e10755422.temporary.link/new-end-use-end-user-restrictions-for-china-russia-and-venezuela/) announced in April.
