Missile Technology Control Regime

The Missile Technology Control Regime (MTCR) is an agreement between 35 nations aimed at limiting the transfer of missile technology. Each member state enforces controls on ballistic missiles, cruise missiles, unmanned aerial vehicles, space launch vehicles, drones, remotely piloted vehicles, sounding rockets, and underlying components and technologies. The MTCR classifies items into 2 categories: Category I and Category II. Category I includes complete missiles and missile systems and is subject to the highest degree of scrutiny. Those are obvious red flags for exporters. Category II is where it can be tricky. Items such as chemicals or ceramic composites or fan blade engines or certain drone technology may be more difficult to classify or subject to a higher level of regulation. It is important for exporters to diligently check export transactions under the MTCR within the ITAR and the EAR to avoid any unintended violations.
