On March 18, 2021, the Directorate of Defense Trade Controls (DDTC) published a final rule (86 FR 14802) amending § 126.1 of the International Traffic in Arms Regulation to include Russia and announce that, subject to certain exceptions, it is the policy of the United States to deny licenses and other approvals for exports of defense articles and defense services destined for Russia.
