Bulk Licenses

Commerce Department bulk licenses authorize the export or reexport of items based on a representative or comprehensive parts list for a specific end use. If your company regularly supplies various parts and components to a single buyer for one or more platforms, you can cover the 4-year estimated value of shipments with a bulk license. The list of parts and components can be comprehensive or representative and must contain:

  1. Platform/system to be supported
  2. Part numbers or National Stock Number
  3. Technical Description of the Parts/Components
  4. ECCN of each part listed on the representative parts list

Upon approval, the bulk license along with the representative parts list can be used to ship any part of that ECCN classification for the licensed platform(s) up to the licensed dollar amount. A bulk license allows an exporter to export licensed products already on order as well as potential future orders of different part numbers under the licensed ECCN export classification(s) for the licensed end use platform(s).
